After years of speculation and patience from local shoppers, H-E-B has confirmed plans for a second store in Lubbock. The announcement came via an emailed statement on Tuesday, putting an end to long-running questions about land the Texas-based grocer has owned on the city’s west side.
While a timeline has not yet been announced, the location has now been officially identified. The new H-E-B is planned for the area of 19th Street and West Loop 289, with a site plan submitted to the City of Lubbock listing the address as 5805 19th St. For many residents, this confirmation alone is a significant development after years of uncertainty.
“While no construction date has been finalized, we are excited to serve more customers in Lubbock and surrounding areas with a new store,” said Mabrie Jackson, H-E-B Managing Director of Public Affairs, in an emailed statement.
H-E-B opened its first Lubbock location at 4405 114th St. in October 2020. That store marked the company’s long-anticipated entry into the Lubbock market and quickly became a major grocery destination for the city and surrounding communities. Around the same time, H-E-B purchased land near 19th Street and Frankford Avenue, fueling early hopes that a second store would soon follow.
Those hopes, however, remained largely speculative for several years. When the land purchase became public, H-E-B stated there were no immediate plans to build on the site. The company maintained that position when asked again in 2022. Even as recently as October 2025, when a site plan appeared in the city’s review process, H-E-B said it “had no information to share” about future development at that location.
The confirmation now suggests that long-term planning has finally reached a point where the company is ready to move forward, even if many details remain undecided. No construction schedule, store size, or opening date has been released, and H-E-B has not provided information about hiring timelines or specific features of the new location.
From a practical standpoint, the chosen location makes sense. The 19th Street and Loop 289 area sits along a major traffic corridor and serves a large portion of west and northwest Lubbock. A second store there could ease congestion at the existing 114th Street location and reduce travel time for shoppers who currently drive across town to reach H-E-B.
It also reflects a broader, familiar pattern for the company. H-E-B is known for acquiring land years in advance of development and expanding cautiously, especially in newer markets. The extended gap between the initial land purchase and this announcement, while frustrating for some residents, aligns with how the company has approached growth in other Texas cities.
For now, Lubbock residents can take the announcement as confirmation rather than completion. The project is real, the location is identified, and the company has publicly acknowledged its intent to build. At the same time, the absence of a construction date means the store is still likely some time away.
