Amarillo announces Chief of Police finalists: Community invited to meet candidates


The City of Amarillo has announced three finalists for the role of Chief of Police, inviting the community to meet them at an open house scheduled for Dec. 4 at City Hall. The city hopes this opportunity will allow residents to get to know the candidates and provide input as part of the selection process.

The three finalists are: Thomas Hover, Jimmy Johnson, and Greg Stevens. They were chosen following an extensive national search conducted by Public Sector Search and Consulting.

Thomas Hover


Assistant Chief Thomas Hover brings over 25 years of progressive experience from the Irving Police Department, where he currently oversees field operations and specialized bureaus.

City officials highlighted Hover’s achievements:

“He has led critical initiatives in community policing, officer wellness and crisis intervention and has served as incident commander during major public events and emergencies. Hover is a graduate of the FBI National Academy and the Law Enforcement Management Institute of Texas Leadership Command College. He is recognized for strategic leadership that balances data-driven policing with meaningful community engagement.”

Hover’s background indicates a strong focus on both operational leadership and community-focused initiatives, suggesting he values collaboration between officers and the public while using data to guide decisions.

Jimmy Johnson


Jimmy Johnson was appointed Interim Chief of Police in March after serving as Assistant Chief at APD. He has more than 36 years of experience in municipal law enforcement, serving in a variety of operational and command roles.

City officials noted:

“Interim APD Chief Johnson has more than 36 years of experience in municipal law enforcement, serving in a wide range of operational and command roles. His leadership has focused on community engagement, professional standards and evidence-based policing. Johnson has been instrumental in developing officer mentorship programs, improving recruitment processes, and implementing accountability systems to enhance performance and public trust. He is a graduate of the FBI National Academy and holds advanced Texas Commission on Law Enforcement certifications.”

Johnson’s long tenure with Amarillo Police Department and recent role as interim chief show continuity and familiarity with the local community, alongside a clear commitment to professional development and accountability within the force.

Greg Stevens


Greg Stevens has served as Chief of Police in Lubbock and Rockport and is currently Executive Director of the Texas Commission on Law Enforcement. His career spans more than 37 years of civilian and military service, including time as a Naval Intelligence Officer.

According to city officials:

“A retired Naval Intelligence Officer and FBI National Academy graduate, Stevens is renowned for his organizational leadership, transparency, and ability to modernize policing operations while maintaining strong community relationships. His work has had statewide impact on professional standards and accountability across law enforcement.”

Stevens brings a combination of military discipline, law enforcement expertise, and statewide leadership experience, which may appeal to those interested in modernizing and professionalizing Amarillo’s police operations.

Community Open House

Residents are encouraged to meet the finalists on Dec. 4 from 5:30 p.m. to 7:30 p.m. in Room 3400 at City Hall (623 S Johnson St). This is an opportunity to ask questions, hear the candidates’ perspectives, and engage with the individuals who may lead the Amarillo Police Department in the coming years.
