Amarillo City Council greenlights $1.5M dumpster purchase, hotel incentives, and housing project

During their regular Tuesday meeting, the Amarillo City Council approved the consent agenda in a 4-0 vote, advancing a range of development, public safety, and infrastructure-related items across the city.

Among the approved items was a housing agreement with Habitat for Humanity for the construction of a new home on Monroe Street. The project carries a cost of $60,000 and is part of ongoing efforts to expand affordable housing options within Amarillo.

Council members also approved a large-scale solid waste equipment purchase, authorizing the acquisition of more than 2,000 new dumpsters at a total cost of approximately $1.5 million. City officials indicated the purchase is intended to modernize and replace aging waste containers used in residential collection services.

Another significant approval involved a long-term lease agreement with Kids Inc. for use of the Rick Klein Baseball Complex. Under the terms of the agreement, Kids Inc. will lease the facility for 10 years at a nominal rate of $1 per year, supporting youth sports programming and continued use of the complex for recreational activities.

The consent agenda also included two items previously highlighted in public reporting. One was an interlocal cooperation agreement with the Texas Department of State Health Services, allowing the city to conduct inspections of mobile food units. Under the agreement, the state will reimburse the city for inspection services at an amount not to exceed $107,517 annually, expanding local regulatory capacity for food service operations.

The second item was a developer agreement tied to the construction of a new Hampton Inn hotel planned for downtown Amarillo at 10th Avenue and South Buchanan Street. Once completed, the development will qualify for a 100% annual property tax rebate over a 10-year period, applicable to taxes owed to the city, Amarillo College, Potter County, and the Panhandle Groundwater District. The agreement also includes a grant not to exceed $900,000, which may be used for infrastructure improvements, facade enhancements, environmental site remediation, or demolition of existing structures on the site.

In addition to the consent agenda approvals, the council recognized the Amarillo Fire Department for its recent accreditation through the Texas Fire Chiefs’ Association’s Best Practices program. Firefighters were present at City Hall on April 28, 2026, as part of the recognition ceremony highlighting the department’s operational standards and compliance achievements.

Councilmember Place One Tim Reid was absent from the meeting.
