Amarillo City Council to tackle budget, wastewater projects, and zoning on Tuesday


The Amarillo City Council is scheduled to meet Tuesday for a pair of important sessions, beginning with a workshop on the city’s upcoming budget and followed by its regular council meeting. Both gatherings are expected to tackle a wide range of issues that directly impact Amarillo residents, from infrastructure improvements to economic development initiatives.

Budget Workshop to Address Ongoing Shortfalls

The day will begin with a budget workshop at 1 p.m. focused on the proposed fiscal year 2025–2026 budget. This is not the first time council members have met to address the city’s financial planning. Over the past several weeks, multiple workshops have been held as Amarillo officials work to close the gap between the city’s revenue streams and its steadily increasing costs of operation.

City staff have been tasked with identifying remaining funds to cover expenses outlined in earlier budget discussions. This includes reassessing available dollars in the city’s reserves to determine whether those funds could help balance the upcoming budget. The use of reserves often becomes a point of debate, as city leaders weigh the need for immediate fiscal relief against maintaining financial stability for the long term.

Like other municipalities across Texas, Amarillo is grappling with the challenge of managing rising expenses while revenues have failed to keep pace. Inflation, the cost of essential services, and infrastructure needs are placing added pressure on the city’s financial planning process. Tuesday’s workshop is expected to continue those conversations and lay the groundwork for finalizing the 2025–2026 fiscal plan.

Regular Meeting to Follow

Following the budget discussion, the regular Amarillo City Council meeting is set for 3 p.m. in the Council Chamber at City Hall. The agenda for Tuesday’s meeting covers a mix of infrastructure, zoning, and development issues. Key discussion topics include updates on major wastewater treatment projects and the city’s zoning framework, as well as decisions on ordinances tied to the fiscal year budget and tax rate.

Wastewater Projects on the Agenda

Two significant wastewater projects are scheduled for discussion: the Hollywood Road Wastewater Treatment Facility and the Northeast Sanitary Sewer Interceptor project, which connects to the River Road Wastewater Treatment Plant.

Both projects are part of Amarillo’s ongoing efforts to modernize and expand its wastewater infrastructure, ensuring the city can meet current demand while preparing for future growth. Wastewater treatment is a critical but often unseen aspect of city operations, and these projects represent substantial investments in Amarillo’s long-term infrastructure needs.

Zoning and Development Considerations

The council will also review multiple rezoning ordinances and easement issues. Zoning decisions are a routine but vital function of local government, shaping how land is developed and what types of businesses and housing can operate in different areas.

Among the consent agenda items is a request to extend the deadline for Producer Owned Beef to obtain a building permit for its planned facility in the Amarillo area. The development agreement, first approved in June 2022, outlined requirements for the company to move forward with construction of its beef processing plant. The extension under consideration would give the project more time to meet those obligations.

Producer Owned Beef has been touted as an important economic development project for Amarillo, potentially creating new jobs and adding to the region’s strong agricultural and livestock economy. The extension request highlights the challenges large-scale projects sometimes face as they work through planning, financing, and permitting requirements.

Non-Consent Items: Budget Adoption and Tax Rate

In addition to infrastructure and zoning, several non-consent items of significance are slated for Tuesday’s meeting. Chief among them is the formal adoption of the 2025–2026 budget. Council members will also review the five-year service plan for several Public Improvement Districts (PIDs), which are specialized areas where property owners agree to pay additional assessments for enhanced services and improvements.

Another agenda item involves potentially nominating BSA Hospital for participation in the Texas Enterprise Zone program. This statewide initiative offers incentives to encourage private investment and job creation in designated areas. If approved, the nomination could help bring additional resources to one of Amarillo’s key healthcare institutions.

Finally, the council will consider the proposed tax rate for the upcoming fiscal year, covering both maintenance and operations as well as debt service. Tax rate discussions are typically among the most closely watched items in the budget process, as they determine the financial burden on property owners while balancing the city’s need to fund essential services.

Looking Ahead

Tuesday’s sessions underscore the breadth of issues local governments must address — from ensuring safe and reliable wastewater systems to shaping zoning for future development, supporting major employers, and finalizing the fiscal blueprint for the city’s operations.
