Two individuals were arrested after a coordinated law enforcement operation targeting human trafficking and prostitution at three massage businesses in Randall County, officials said.
The joint investigation was conducted by the Texas Department of Public Safety (DPS), Homeland Security Investigations (HSI), and the Texas Department of Licensing and Regulation (TDLR). Authorities say the operation focused on identifying and disrupting illicit activity linked to human trafficking and the commercial sex trade — often concealed behind legitimate-looking businesses.
The enforcement effort led to the arrest of two Amarillo residents:
Zhi Zhi Luna, 60, was charged with aggravated promotion of prostitution, a first-degree felony.
Zhen Li Parr, 56, was charged with promotion of prostitution, a third-degree felony.
Both were booked into the Randall County Jail.
Officials have not released the names or addresses of the businesses involved. It remains unclear if any trafficking victims were found during the operation.
