The Amarillo City Council is scheduled to meet Tuesday afternoon to consider a wide range of city business, including updates related to the Amarillo landfill, economic development initiatives, zoning matters and proposed budget amendments.

The meeting will begin with an executive session at 1:30 p.m., during which council members are expected to consult with legal counsel regarding potential conflicts involving negotiations with the Amarillo Professional Firefighters Association and the Amarillo Police Officers Association. Officials will also discuss matters related to Texas open meetings requirements.

The regular public meeting is expected to start at 3 p.m. Residents who wish to address the council may register online, contact the City Secretary’s Office by phone, or sign up in person before the meeting begins.

Several discussion and informational items are on the agenda. Council members will receive updates on the Center City Tax Increment Reinvestment Zone No. 1 and projects funded through the city’s Community Investment Program. Officials are also expected to review a proposed location incentive agreement between the Amarillo Economic Development Corporation and Owens Corning Composite Materials, a move aimed at supporting local economic growth and business investment.

Among the consent agenda items is a proposed agreement with Biggs & Mathews Environmental, Inc. to conduct an operational assessment of the Amarillo City Landfill. The evaluation would examine landfill operations and provide recommendations for potential improvements.

The proposed assessment follows the Stinky Fire in May, a major wildfire that damaged or destroyed at least 74 homes in Amarillo and Potter County. In the aftermath of the fire, city officials initiated an internal audit and investigation while also seeking assistance from outside agencies to conduct additional reviews of the incident.

The council will also consider several routine administrative items, including insurance policy renewals for city departments, service contracts and equipment purchases.

On the non-consent agenda, council members are scheduled to hold public hearings on multiple rezoning requests and consider a resolution that would amend the city’s financial policies. Additional financial matters include proposed amendments to the fiscal year 2024-25 budget, which could include retroactive taxpayer impact provisions effective Sept. 1, 2025.

Other major items include consideration of the city’s Annual Comprehensive Financial Report for fiscal year 2024-25 and a proposed transfer of funding between airport improvement projects.

The meeting is expected to provide insight into the city’s ongoing recovery efforts, financial planning and future development priorities.
