Texas Attorney General Ken Paxton announced a major settlement with Texas Children’s Hospital that will require the hospital to pay $10 million and establish what state officials described as the nation’s first detransition clinic for patients who previously underwent gender-transition medical procedures.
The agreement follows a multi-year investigation conducted by the attorney general’s Healthcare Program Enforcement Division. According to Paxton’s office, investigators found that the hospital improperly billed Texas Medicaid for medical interventions related to gender-transition treatments, including the alleged use of false diagnosis codes.
Under the terms of the settlement, Texas Children’s Hospital will create a multidisciplinary clinic focused on treating patients seeking to reverse or address the effects of prior sex-altering medical interventions. For the first five years, the hospital will fully fund the clinic’s services, and patients will receive treatment free of charge.
The settlement also mandates disciplinary action against five physicians accused of performing the procedures in question. Texas Children’s agreed to terminate the doctors and permanently revoke their privileges, while also pledging not to rehire or credential them in the future. The attorney general’s office did not publicly identify the physicians involved.
In addition, the hospital agreed to discontinue providing what the state described as “gender-transition” services. The agreement also requires the adoption of new compliance and ethics policies and changes to hospital bylaws. Those amendments would automatically revoke privileges for any physician found to have violated Texas laws prohibiting medical interventions intended to “transition” minors.
Paxton’s office stated that the settlement was reached in coordination with the United States Department of Justice, underscoring the broader legal and political attention surrounding the issue of transgender-related medical care for minors.
In a statement released with the announcement, Paxton characterized the agreement as a landmark moment in his administration’s efforts to challenge gender-transition medical practices involving minors.
“Today is a monumental day in the fight to stop the radical transgender movement. This historic settlement reflects an institutional and fundamental cultural shift away from radical ‘gender’ ideology. In addition to helping establish the first-ever Detransition Clinic and securing millions, this settlement will ensure that the deranged child mutilators who hurt our kids are fired and held accountable,” Paxton said.
He continued by praising the hospital’s decision to participate in the new clinic initiative.
“I applaud Texas Children’s Hospital for changing course and committing to being a part of the solution by agreeing to form a first-of-its-kind Detransition Clinic that will help provide free care to those who have been victimized by twisted, morally bankrupt transgender ideology. Under my watch, I will investigate and bring the full force of the law against any Texas hospital that abuses children with harmful medical interventions to ‘transition’ kids,” Paxton added.
