Former mayor of Fritch / area pastor arrested on child pornography charges

A former mayor of Fritch and Baptist minister has been arrested and charged in Potter County in connection with allegations involving child pornography, according to court records and law enforcement officials.

William “Billy” Robbins was arrested Saturday by Amarillo police. He is charged with solicitation of possession with intent to promote child pornography. The charge stems from an alleged incident in May 2025, according to a criminal complaint filed in Potter County.

Court documents state that on May 8, 2025, Robbins allegedly “command(ed) or attempt(ed) to induce” a girl under the age of 17 to take naked photos or video of herself and to keep the images on her phone. Authorities allege that the request or attempted inducement involved photos or videos of a sexual nature. No further details about the alleged victim or the circumstances surrounding the investigation have been released publicly.

Robbins’ attorney waived his right to a pre-trial arraignment and entered a plea of not guilty on his behalf, according to court filings. The case is expected to proceed through the Potter County court system.

In addition to his legal case, Robbins has a history of public service and religious leadership in the Texas Panhandle. He was elected mayor of the City of Fritch in May 2022 after previously serving as an alderman for four years. A city of Fritch secretary confirmed to High Plains Pundit that Robbins is a former elected official who served as both alderman and mayor of the city.

Robbins also served as a pastor in the area. According to his LinkedIn page, he was the Senior Pastor at Pleasant Valley Baptist Church from May 2024 through June 2025. The alleged incident occurred during that general timeframe, prompting inquiries to the church regarding Robbins’ role at the time.

High Plains Pundit reached out to Pleasant Valley Baptist Church for comment. In a statement, the church outlined Robbins’ tenure and departure. “Billy Robbins became the pastor of Pleasant Valley Baptist Church (PVBC) in May 2024. He worked in that capacity until May 2025 when he went on personal leave for personal reasons,” the church said. “He then resigned June 22, 2025 for personal reasons. He has had no affiliations with PVBC since that time.”

The criminal complaint describes the charge as “Solicitation of Possession with Intent to Promote Child Pornography.” According to the complaint, Robbins allegedly requested or attempted to induce a child under 17 years of age to take photos or videos of themselves. Authorities have not released information about how the alleged conduct was discovered or whether additional charges could be filed.

At this stage, the allegations remain unproven. Robbins is presumed innocent under the law unless and until proven guilty in a court of law. Further court proceedings are expected to determine how the case will move forward.
