Amarillo Police Department unveils state-of-the-art Regional Crime Center


The Amarillo The Amarillo Police Department (APD) marked a major milestone on Friday with the official ribbon-cutting ceremony for the Amarillo Regional Crime Center (ARCC)—a state-of-the-art facility designed to enhance public safety, improve officer response times, and modernize law enforcement capabilities across the Texas Panhandle.

The event was attended by city leadership and City Council members, whom the APD publicly thanked for their support in bringing this ambitious project to life. The ARCC, located on the fifth floor of police headquarters, represents years of planning and investment to create a technology-driven hub for crime monitoring, officer safety enhancements, and real-time policing solutions.

A Game Changer for Public Safety

The ARCC is a first-of-its-kind facility in the region, intended to improve response efficiency and crime-solving capabilities not just in Amarillo but across the 26 counties of the Texas Panhandle. The center is expected to be a cornerstone of the city's public safety strategy, equipped with cutting-edge tools that allow officers to monitor and respond to incidents in real-time.

Lt. Shane Chadwick, Commander of the ARCC, emphasized the center’s critical role in protecting both officers and the public. “This facility provides state-of-the-art technology that will allow us to track, analyze, and respond to crimes faster than ever before,” Chadwick stated. “It’s a major step forward in modernizing law enforcement.”

How Technology is Transforming Law Enforcement

The ARCC is designed to centralize and streamline crime detection and response using advanced investigative tools. Before the center’s implementation, tracking stolen vehicles or identifying suspects was a slow, manual process.

“Years ago, officers would get a paper list of stolen vehicles from the past 24 hours and drive around hoping to spot one,” recalled Acting Police Chief Jimmy Johnson. “Now, with license plate reader (LPR) technology, we receive instant alerts when a stolen vehicle is detected, allowing officers to respond immediately.”

Real-Time Crime Monitoring & Officer Safety Enhancements

One of the most groundbreaking features of the ARCC is its live-streaming capabilities through officers’ body cameras. When an officer draws their firearm or taser, the system automatically activates a live feed to the crime center. This instant information-sharing enables command staff and nearby officers to assess situations in real-time and provide backup when needed.

Lt. Chadwick explained how this feature acts as an immediate alert system:

“It turns my body cam on and lets everybody know via FUSUS that I’ve pulled my gun. It alerts command staff and nearby officers, ensuring that help is on the way if an officer is in danger.”

This instant situational awareness is expected to reduce response times and increase officer safety in high-risk situations.

Next-Level Training with Virtual & Augmented Reality

Beyond real-time crime monitoring, the ARCC is introducing advanced training tools to help officers prepare for complex situations. Virtual reality (VR) and augmented reality (AR) simulations allow officers to train in realistic environments, offering scenario-based learning without requiring in-person exercises.

According to Lt. Chadwick, this innovation will revolutionize officer training:

“Virtual training allows our officers to practice at any time, all the time. It enables them to experience real-world scenarios, identify threats, and practice de-escalation techniques in a controlled environment.”

The training system can replicate real buildings and crime scenes, helping officers develop crucial decision-making skills before encountering similar situations in the field.

Crime Analysts: The Brains Behind the Operation

At the core of the ARCC’s success is its team of crime analysts, who process and interpret vast amounts of data to support officers in real time. The department currently has one supervisor and three analysts, with plans to expand the team to provide 24/7 monitoring.

Haley Hernandez, Crime Data Analyst Supervisor and former Marine Corps intelligence analyst, described how her team supports field officers:

“Our job is to provide officers with critical information as fast as possible. We monitor police radios, analyze surveillance footage, and pull data from multiple sources to give officers the intelligence they need.”

The analysts track stolen vehicles, locate missing persons, and assist in criminal investigations, ensuring that law enforcement officers have the most up-to-date information when responding to incidents.

Immediate Impact & Future Expansion

Even though the ARCC is newly operational, city officials report that it has already made a significant impact on crime prevention and response.

According to Deputy City Manager and Public Safety Director Andrew Freeman, the technology has already led to key successes, such as:

Faster recovery of stolen vehicles

Quicker location of missing children using infrared drone technology

Enhanced officer safety through real-time crime monitoring

The use of drones, surveillance cameras, and LPRs has streamlined police operations, allowing officers to spend less time on administrative tasks and more time on active policing.

“This technology doesn’t replace officers—it makes them more effective,” Freeman explained. “It allows us to do more with the resources we have, and it helps us keep our officers and citizens safer.”

Balancing Public Safety & Privacy

As with any technology-driven law enforcement initiative, there are concerns about privacy and data security. The APD reassured the public that the ARCC operates strictly within legal guidelines.

Chief Johnson emphasized the department’s commitment to protecting constitutional rights:

“Every piece of technology we implement is designed to protect, not infringe on, citizens’ rights. Our use of surveillance and data collection is fully compliant with state and federal laws.”

Crime Analyst Supervisor Haley Hernandez reinforced this stance:

“We don’t tap phones. We don’t place unauthorized cameras. Everything we do is based on legally obtained public records and investigative tools.”

As the ARCC continues to expand, transparency and accountability will remain a top priority to ensure that the technology serves the community while upholding privacy protections.
