Amarillo City Council to discuss employment status of Deputy City Manager Andrew Freeman


On Tuesday, the Amarillo City Council will hold an executive session to consult with legal council the employment status of Deputy City Manager and acting City Manager Andrew Freeman. 

The agenda item for the executive states:

(Work session) executive session - consult with attorney, discuss the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee: Andrew Freeman, Deputy City Manager

With the Amarillo City Council's recent decision to part ways with former City Manager Jared Miller,  Freeman currently serves as the acting City Manager. 

During their regular meeting at 3 pm Tuesday, the City Council will consider an agenda item to officially appoint Freeman as the interim City Manager.

The agenda item states:

This item considers a resolution appointing Andrew Freeman as Interim City Manager for the City of Amarillo beginning September 12, 2023 and ending when a new City Manager is named and assumes the duties of City Manager. All the duties of City Manager are assumed and authority is granted to act in all matters as the City Manager pursuant to the City Charter, the Amarillo Municipal Code, and all other applicable law.

Freeman has over 15 years of experience in various roles within city government in the state of Texas.

“So, we want him to have everything that he needs to lead this team, and he has our full confidence, backing and support.

“We are going to have a discussion that allows us to look if there is anything else that will be better for the city and this organization. 

"It would be nice if we took a few months and let Mr. Freeman gather his team and get everything going in the direction that the Council is moving and to make sure that we are all moving together," Amarillo Mayor Cole Stanley said about Freeman after the departure of Miller.

Having graduated from Texas State University with a bachelor and master’s degree in public administration, Freeman’s career has focused on city management, planning, and economic development. He holds the Economic Development Finance Professional certification through the National Development Council and is a 2019 graduate of Oklahoma University’s Economic Development Institute. 

Freeman is actively involved in the Texas City Management Association and International City/County Management Association serving on various committees.  

Locally, he serves on the Panhandle Regional Planning Commission’s Economic Development Advisory Committee, as an ex-officio board member of the St. Anthony’s Legacy & Redevelopment Corporation, and he is also a member of Elevate Amarillo.
